Andrew Duggan – Managing Director

Andrew leads the Insitu Pacific team to deliver world-leading RPAS services for defence, civil and commercial customers. He has steered Insitu Pacific through a significant period of growth, capturing and successfully executing major Unmanned Aircraft Systems contracts with Defence Forces in Australia, Singapore, Japan, Malaysia and the UAE. Andrew also leads the commercial team to provide tailored solutions across global industrial markets.  He is focussed on evolving the business in the complex realm of BVLOS aerial survey and inspection, applying Insitu Pacific’s leading-edge sensors, software and data analytics solutions in an area industrial customers are just starting to explore as they move beyond the realm of small localised drone capabilities. Prior to this role, Andrew was the Senior Manager Unmanned Systems Operations and managed Boeing Defence Australia’s Unmanned Systems focused business, where he led the capture and execution of the Australian Army ScanEagle contracts in Iraq and Afghanistan. His background in the Australian Army underpins extensive experience in the application of UAS across a range of operations and scenarios.

Neil Smith – Program Director, Australia and Asia-Pacific

Neil is responsible for leading our teams in project delivery for Insitu Pacific’s Asia-Pacific UAS portfolio. A passionate advocate for growing and expanding Australian Industry Capability, Neil ensures that our programs deliver quality and value for our customers, and is committed to innovation and excellence in meeting their strategic goals. With a breadth of project management experience gained over many years within defence industry roles, as well as Boeing Defence Australia and Insitu Pacific, Neil has managed acquisition and service projects for regional customers and also ADF capabilities including ScanEagle Unmanned Aerial System (UAS), F-111 aircraft, Fremantle Class Patrol Boats, Landing Craft, ANZAC Frigates and Minehunter Vessels, as well as working in business development positions.  Neil’s prior service with the Royal Australian Air Force included working on the F/A-18 Hornet and F-111 aircraft as an Avionics Systems Technician as part of flying squadrons and Weapons System Support Flights for both platforms. This experience also provides an in-depth understanding of the quality and systems required to deliver effective and efficient programs in support of our customers.

Andrew Scott – Senior Manager, Global Operations

B. Engineering (First Class Honours) – Electrical and Electronic, University of Southern Queensland

As the senior technical leader at Insitu Pacific, Andrew leads the execution and growth of Insitu Pacific Production and MRO services, is responsible for technical oversight of Defence engineering projects as Chief Engineer Defence, and performs the role of Quality Manager for the company. In previous roles, Andrew managed the customisation design, modification, acceptance testing and delivery of ScanEagle systems to Australian, Singapore and other international Forces.

Prior to joining Insitu Pacific in 2010, Andrew contracted Systems Engineering and Engineering Management services to Australian Aerospace ARH and MRH Programs. Andrew also brings experience from his roles within Boeing Australia where he performed design, project systems engineering, and functional leadership of Avionics and Test & Integration disciplines. Andrew’s project work includes F-111C Weapon System Support Facility upgrades, and AGM-142 Stand-Off Weapon Integration. Andrew’s early career began with the Royal Australian Air Force, graduating as a Radio Technician – Air in 1987 and performing Advanced Technician maintenance duties on F-111 PaveTack Infra-red Detector / Laser Target Designator, and F-111 Flight Simulator at RAAF Base Amberley.

Rhys Mudford – Chief Remote Pilot

B.Eng (Aerospace Avionics) • Diploma of Aviation (Commercial Pilot Licence – Aeroplane) • CASA Remote Pilot Licence (RePL) & Chief Remote Pilot approval • Insitu ScanEagle, Integrator & Insitu Pacific CT-220 type training

Rhys leads all commercial Remote Pilot training and operational matters to achieve safe, compliant flying operations as part of our leading UAS services. His role includes liaising with CASA and other government regulatory bodies to demonstrate safe and effective integration of UAS into civil airspace. 

Rhys ensures Insitu Pacific’s air operations are robust and compliant, and that the RPAS crew member training and qualification adhere to industry best practice. He has played a pivotal role in achieving Beyond Visual Line of Sight (BVLOS) flights for commercial customers, and achieved CASA approvals to fly in vast areas within Queensland to conduct infrastructure inspections. Rhys was also instrumental in helping Insitu Pacific obtain the first approval to undertake commercial UAS operations in Papua New Guinea in 2018.

Matt Low – Maintenance Controller

Certificate IV Avionics Technician

Matt has extensive aviation technician experience, which helps drive our culture of professional and safe maintenance practices within Insitu Pacific. With several years’ military service in the Australian Army servicing Blackhawks and multiple RPAS systems, Matt brings a high level of rigour to our commercial operations and maintenance policy. In this role, Matt is responsible for control of all Insitu Pacific’s RPAS maintenance. He develops, enforces and monitors RPAS maintenance standards and takes the lead in the reliability program for safety critical components and for the overall system. 

In line with his focus on quality, procedures and directives, training and standards, Matt is passionate about ensuring our staff have the expertise and knowledge to safely and effectively support our customers’ operations.
